The indications by the court ruling are that his admin can not use the national emergency (IEEPA) pretense for executive enacted tariffs. When considering the other levers available to the executive branch, that was definitely the easiest way possible. Others include

sec 232 of trade expansion act of 1962

...under the stance of national security with aid of the Dept of Commerce (Howie Lutnick)

sec 301 of trade act of 1974

...under the stance of IP theft or "unfair trade" per recommendation of USTR (chay-nuh, anyone?)

To he honest, reading deeper, it seems like US courts are infighting and taking the economic warfare domestic. This forces the US into an even more uncertain atmosphere and I'm not quite sure it will achieve the return of free trade, if thats what these courts want. It will start a chain of more nuanced tools that become more difficult to counter govern. If congress wants to team together and block just those 2 I mentioned they would require amendments to 50+ year old bills (which Trump incidentally leveraged in his first term without shutdown). He only has 3.5 years left so the admin is definitely showing its teeth and will not hold back.
It will be interesting to see what happens next, because this has been the defining arc of early Trump 2.0 focusing on econ, which I think most of us bizraelis can agree is the biggest piece of concern regardless of how you believe it should be fixed.
