The courts aren't enacting policy, they're simply blocking executive policies they deem unlawful. They can't and don't block anything passed by Congress which requires the agreement of hundreds of elected officials instead of one. That's exactly how the US government is supposed to work.
They don't decide, they can only veto existing emergencies, which is reasonable since the president can and in fact has proven to be unruly. Sorry your dear leader can't turn the country into Best Korea.

This is a power move by the deep state, they are filing injunctions at an unprecedented pace against Trump's admin. Basically their last gasp attempt at trying to curb popular will by hijacking what was typically a rarely used last resort measure.
There has never been anything that actually gave lower court judges authority over the POTUS, it was more of a honor rule subjective thing. Now that they are violating the good faith he doesn't have to honor their rulings at all. They have no ability to enforce and no purview.
