Trump should know this better than anyone, since all the money he raised from his first-term tariffs was used to bail out farmers that went bankrupt from the trade war.
What tariffs don't do is convince companies to re-shore manufacturing after they already left. Again, Trump already tried this in his first term, and more manufacturing jobs were lost than gained.
