Have you considered that we could just start issuing them visas and institute a robust system of monitoring work visa holders? There are points between "open borders" and "deport 'em all fuck the economy and reality". It's not a perfect system and obviously some people will ignore it, but the ratio of funding and effort to prevention of permanent residence for undesirables is probably easily made economically and politically viable. Even if 20% just ignore the system and stay forever, that's still an 80% reduction in permanent residence that doesn't significantly affect businesses that rely on that labor while remaining attractive to migrants. Which is better than flip-flopping on it every four years and Dem cities keeping 100% because they just ignore the federal government.
