The McKinley administration is a pretty good reason as to why tariffs are bad. They promised the people it wouldn't raise prices or lower quality, industries did both. But hey that's just basic race to the bottom shit, you don't need tariffs for that. The actual damage came from our political system, because once they had a monopoly under protectionism, the major industries lobbied for more and more tariffs in order to shut out foreign competition, which massively increased government corruption and bribery, meanwhile they would offer consumers the bare minimum they could get away with at high prices, knowing the government would protect them from any foreign competition.
You know the whole trust-busting Teddy Roosevelt was famous for? It was stopping shit like that

Monopolies are a problem, but do you not see we are already in a multinational monopoly/cartel hole? The problem in this case isn't tariffs (of which we have been far too lenient with our trade partners), its of overregulation and over taxation (domestic). Small businesses are the mechanism to stifle concentration of monopolization, and the only protection they require is a fair and free market in order to thrive
(Oversimplified of course, but that's the gist)

It worked out quite well for the US until, as mentioned above, the late 1800s. That was also with a much more sound monetary system the world over, so a direct modern comparison is more difficult when currency debasement is so much more common these days. It has also worked out extremely well for China, in tandem with currency their manipulation and, in essence, conscription of labor. Those less than ideal conditions took it from dirt poor to world power in 20 years, so I doubt the us would need to be so harsh to mimic a prosperous outcome. There's already quite a few mothballed factories around, and getting them set up would be far less of an undertaking than I've seen posters here give credence
