Tariffs are exempt from state hijacking. The federal government gets their cuts and the state does whatever it wants after that. The impact is that the “tax” is passed onto consumers. Inflation rises. Foreign countries cannot subvert this unless the state opens an unmarked port at the US state to ship tariff exempt items.
