It essentially places regulation on stablecoins such that they can be held by institutions with clarity and the issuing institutions can't freely mint them without backing treasuries, and also sets the foundation for future regulations on non-traditional collateralized stablecoins like DAI and USDe. It doesn't really do anything other than that.

It would be beneficial to Circle and Tether if the bill passes because it could lead to additional institutional adoption of stablecoins, potentially in the future they could even serve as an alternative way of transferring money to the existing ACH/FedWire infrastructure. This would disproportionally increase value on the ETH, SOL, and TRON networks, whose bagholders would like.
