Typically concrete apartment buildings' structures are open floor plans with concrete columns and the upper level walls are either cold-formed or wood stud walls. The holding company that owns that property spent an assload of money on the building before the lockdowns and has reliably attracted tenants because it's just so damn quiet indoors. The other buildings that look like it did exactly as you described and only have a skeleton of columns, and regularly has turnover. Tenants stay over four years here before they hop jobs out of town, well over the average of 17 months for this area. The new construction they expanded to just a year ago completely overbuilds the structure. The rent reflects the cost though.
