It is EXTREMELY unlikely that the walls are concrete, except for foundation walls. Typically concrete apartment buildings' structures are open floor plans with concrete columns and the upper level walls are either cold-formed or wood stud walls. Concrete or masonry walls around the stair and elevator cores, sure; those stair walls are often the primary lateral system.

Tenants stay over four years here before they hop jobs out of town, well over the average of 17 months for this area. The new construction they expanded to just a year ago completely overbuilds the structure. The rent reflects the cost though.
