In most cases that wouldn't be enough. No tariffs between US and Cambodia still gives Cambodia a huge trade advantage meaning it's not really "free trade". The US would still have deficit with them and China would funnel cheap exports through them.

The US is big enough, with enough resources and manpower to be self sufficient, like Russia is despite having the GDP on paper of fucking Portugal. If China was an actual partner of anyone instead of attempting to become the new hegemon they would want to transition to self-sufficiency too and grow their middle class instead of devaluing their currency to suppress the growing middle class and keep everyone else dependent on them.
