That's not a tariff, that's the US trade deficit. It just means that the US is buying more European goods than Europe is buying American.
For comparison, if the state of Texas produces gasoline, and the state of Rhode Island produces fuck all but still consumes gasoline from Texas, then Rhode Island has a trade deficit compared to Texas.

Europe is generally a poorer market than the USA, we just don't have enough money to buy as much as you, to the point often American companies can't justify the costs to deal with our consumer protections and quality controls, given the smaller market.
