Two reasons I see for that
1. Pissing them off doesn't matter because they have no power, as they're dependent on the US for defense. The Europeans can't simply eject the US overnight for example, they still need the US to protect them from Russia. (who the administration is eager to prop up as a boogeyman, which is why they don't support Ukraine) Similar story in Japan and Korea, their defense and economies depend on the US so they simply have to take whatever the US dishes out.
2. Allied contributions in an actual war would amount to a fraction of the benefit from these measures. Most of the world is effectively disarmed, if the US jumps even further ahead of the curve on rearmament it doesn't matter if they step on some toes, because every other military besides China's is insignificant by comparison.
3. Time constraints. This all has to be done within this presidential term, or else there's the possibility some democrat gets in office and undoes everything. Ideally everything is in motions by the midterms so a blue congress can't affect anything, and we're at war by 2028 so the president can run as VP-in-name-only, effectively a third term but legally not, on a wartime ticket.
