I have no problem as long as they are working and in a job that should actually exist. FEMA shouldn't exist for instance especially when they always call in the National Guard to run things in disasters anyway. So just set aside a pool of money for disasters yearly and let the National Guard use it when needed. If the pool of money isn't empty by the end of the year then great keep it in next and add some more money to the pool.
