I don't think Trump is going to change his mind. He's going to have to be forced to stop.
Honestly, activist judges are the only real chance to stop it before it happens. Trump is relying on a declaration of a state of emergency for the power to issue these tariffs -- but there is no state of emergency about the import of vanilla beans from Madagascar, or anything regarding the fucking penguins of Heard and McDonald island. A judge can issue an injunction against the state of emergency. It's something incredibly rare, judges are understandably shy at interfering with the executive branch's ability to declare emergencies... but if ever there was a time to call bullshit, it's now.
Congress could pass a binding resolution ending the emergency, but it'd need to get through the House and the House is too cucked to do it. Maybe once the tariffs hit and the blood is in the streets there'll be enough republican house reps willing to jump ship to oust the speaker and vote on a resolution, but not until then.
Unironically the best bet is an Obama appointee judge issuing an injunction over the blatant abuse of states of emergency. It's possible, but it's a longshot.
