If the goal was the former, they shouldn't have tariffed the whole world but rather sought out to draw the rest of the world closer while isolating China. America has violated countless of WTO rules, breaking free trade agreements overnight and going against the Most Favored Nation clause. Countries are already diversifying away from the US and getting closer to China as we speak, even with the tariff backtracking.
If the goal was to "bring back manufacturing", you don't go into that balls deep becoming the most protectionist country in the world overnight, that's just gonna cause a massive recession / depression, disrupt supply chains, create a big jump in the price level, and a huge economic and financial mess, as well as lower long term economic growth as the US gets isolated from world trade. The way to "bring back manufacturing" is with minor targetted tariffs along with tax breaks on certain industries and boosting education with a long-term plan. How is an American company going to stay competitive on the world market if the prices for their inputs double?
