It's not flipflopping, semiconductors were excluded from all of the reciprocal tariffs on all countries (including China). When they put the retaliatory tariffs on China, they forgot to include the exemptions, meaning Customs was getting tariff duties on products that weren't supposed to be tariffs. Semiconductors were always supposed to have a separate universal tariff, like steel and cars, they haven't determined the rate yet. They did kind of fuck up though by not realizing they needed to exclude it from the retaliatory tariffs so it looks like they are backtracking
