The shareholder or company has no choice. If they raise the price of their product due to a tariff, they get undercut by a competitor and lose the sale. There is no "tax on the consumer", they go for the cheapest product available and a tariff makes foreign slop less amenable.

When it was affecting the entire population (sales taxes) or foreign entities (tariffs/excise taxes) they were naturally kept in check. It only exploded after they devised a tax on workers. As for corrupted people, put enough (hundreds) of people being voted in locally in their communities/cities to vote on taxation, the system becomes distributed enough that corruption would be very hard.
