Because this is all a show or detraction or demonstration of power - there is nothing to even negotiate. All these countries would happy sign 0 for 0 tariffs because we all agree that's best economically. You're conflating two issues, but on tariffs specifically the power was given by congress to the president in the early 1900s and expanded multiple times. The Speaker of the House has said he won't bring the issue up for vote, so Trump has the consent of congress to do as he wilt, and that's the whole of the law.

Clearly the intent is for times of war or acute emergencies.
