They think that in a few days he will have a bunch of "very productive phone calls", announce that he has secured some meaningless concessions that he'll sell it to his base as yet another huge victory for America, and the tariffs will be canceled.

If you look at how he interacts with the economy, interstate relations, military affairs, ect. you will see a clear pattern of cowboy diplomacy cranked up to 11. The consensus has been that American hegemony is on the decline. Trump obviously disagrees with that notion, or at the very least views it as a self-fulfilling prophecy.
I don't know how much I agree with any of this, but that is clearly whats happening. Trump is actually quite consistent, just unorthodox.
