Because there were more buyers at low 20s, hence the huge volume. When you do a share offering, you are selling shares. So if you want people to buy those shares, the price has to be right. That's why big volume is important.

I'll also add that I think the huge volume spikes are algo driven, and any time those spikes happen RC can sell shares into that for basically free money courtesy of the hedgies.
