The second was with Margaret Thatcher and Ronald Reagan. This neolib order prioritized free trade and flexible exchange rates, making the dollar very convenient and thus more valuable.
These orders basically allowed the US to buy a lot of stuff at the sacrifice of domestic manufacturing, which would be important if you ever in a major war.
Biden tried subsidizing us manufacturing like China and put tariffs on China, but China just sent their stuff through Mexico.
So through this policy, Bessent hopes to tariff all countries, so this doesn't happen. It also hopes to devalue the dollar internationally, so that people buy more American stuff and that supports domestic manufacturing. The way it basically breaks up the dollars other countries have horded is through them buying US goods in exchange for security Guarantees and lower tariffs, etc. But many economists disagree this could work and whether this would benefit the US in any capacity. This is also a very brief summary, it gets weirder.
