To be entirely fair, this is also a consumption-based economy in most of the West. To implement austerity measures and for everyone to suddenly become fiscally responsible would kill not only the luxuries and consumer goods markets, but every market, as the sudden lack of revenues causes a lack in investment, which in turn causes a lack in money circulation.

Its not bad for people to spend money on things, or to want things and aspire to own them, that's the entire basis of capitalism. The issue is that the people who run our markets willfully misinform the lower classes so that they make bad decisions, and encourage those bad decisions, such as debt, as much as they possibly can.
